Activities in the APEC Telecommunications and Information (TEL) Working Group
Background
In order to provide a venue to coordinate the efforts to advance the APII and to encourage cross-cutting development projects among the four steering groups of APEC TEL, at the 2nd TELMIN meeting held in Gold Coast, Australia, 1996, Ministers agreed to establish the APII Cooperation Center in Seoul, Korea.

At the 31st APEC TEL meeting, Dr. Inuk Chung, the Vice President of KISDI has been elected as the Chair of the TEL Working Group for the next two years. And projects undertaken as APEC projects by the APII Cooperation Center in years 2002 to 2005 include the 'APII Test-bed Projects' (DCSG), 'APEC Distance Learning Project on Telecommunications Technology'(HRDSG), 'APEC TEL Website Maintenance Project' (BFSG) and the 'Human Resource Development Programs' (HRDSG).

Activities
APII Testbed (DCSG)
Following the initiative taken by the Ministers at the 1st APEC Ministerial Meeting on Telecommunications and Industry (1995 Seoul, Korea) to advance the information infrastructure and to establish the APII in the Asia Pacific region, the project was jointly proposed by Korea and Japan at the 12th APEC TEL meeting in 1995 to build an advanced information infrastructure in the Asia Pacific region that will build a basis for bridging the digital divide and to conduct joint R&D efforts. Activities include ич a triangular APII among China, Japan, and Korea (CJK), иш APII Workshop, annual event jointly implemented by APII-CC, Korea and APII-TC, Japan, and ищ promotion of research & education activities using APII Testbeds, and so on.

Focused in the Northeast Asia of China, Japan and Korea, APII Testbed Project continues to make efforts for bridging the Northeast Asia with the Southeast Asia, which is eventually expected to globalize the advanced network with Europe and North America in cooperation with TEIN/TEIN2, TransPAC2, and so on. In order to facilitate the formation of inter-regional connectivity between Asia and Europe, APII Cooperation Center has undertaken the Trans-Eurasia Information Network (TEIN) ASEM Initiative, which interconnects APII Testbeds with GEANT, the pan-European gigabit research network, since 2001. TEIN Initiative has been developing into a new phase of TEIN2 since early 2004.

As the main purpose, APII Testbed Project is providing an on-line environment for research and education, and Asia Pacific Advanced Network (APAN) is one of the typical examples who develop the R&E with support of APII testbeds.

APEC TEL Website Maintenance (BFSG)
Since 1998, the APEC TEL WG Website (www.apectelwg.org) has been maintained by the APII Cooperation Center, sponsored by the Ministry of Information and Communications (MIC), Republic of Korea, serving as a platform for APEC TEL community to access to and share APEC TEL related documents and information.

At the 27th APEC TEL Meeting, it was agreed that sponsors be sought for the maintenance of the APEC TEL WG website. MIC and the Korea Information Strategy Development Institute (KISDI) as major sponsors, SK Telecom became the official sponsor for the website, by concluding a one-year contract with the APII Cooperation Center from July 2005. Relevant organizations in APEC economies interested in supporting the APEC TEL website would be welcomed as sponsors of the website.

APEC Distance Learning Project on Telecommunications Technology (HRDSG)
This project was proposed and approved at the 23rd APEC TEL Meeting financed with the APEC Central fund with $19,000 of the total cost of $22,400. The project had successfully been conducted by the Korea Telecom HRD Center with the APII Cooperation Center as the project overseer and was successfully completed. Courses provided included topics on IMT-2000, High-speed information network, etc.

IT HRD Program
Since 1998, the APII Cooperation Center had been running the IT Human Resource Development Programs with an aim to bridge the digital divide between digitally disadvantaged and advantaged regions. The programs were operated either on a short-term or a long-term basis. Short-term programs included International IT Human Resources Development Program and APT (Asia Pacific Telecommunity) Study & Visit Training Program. Also, the Center operated a long-term program - the Fellowship Program for Next Generation Telecom Leaders. In August 2005, the Long-term fellowship program completed with the success of 19 graduates in IT major. In 2004, short-term programs were transferred to Korea IT Learning Program(KOIL) run by KADO(Korea Agency for Digital Opportunity and Promotion).
