Message from the President Rapid advancements of information technology (IT) have continued to change various aspects of our lives. We live in a global era that moves in a blink of an eye, around the clock, transcending geographical boundaries. With information technology providing the infrastructure for national management, strong growth in the IT industries is regarded as a key to raise the level of competitiveness of a nation that will in turn contribute enormously to the advancement of a welfare state. Moreover, due to the nature and effect of information technology, the need for discussing IT-related issues at the global level and promoting international cooperation in the world are growing more than ever.

Following the initiative taken at the 6th APEC Ministerial Meeting to develop an advanced information infrastructure in the Asia Pacific Region, the establishment of Asia Pacific Information Infrastructure (APII) Cooperation Center was endorsed at the 2nd APEC Ministerial Meeting on the Telecommunications and Information Industry (TELMIN) held in Gold Coast, Australia, September 1996. A month later, the APII Cooperation Center was established at the Korea Information Strategy Development Institute (KISDI), Seoul, Korea, initially designed as a coordinating body for building the Asia Pacific Information Infrastructure (APII) in the APEC region.
Since then, the scope of activities of the APII Cooperation Center has expanded, including maintaining the APEC TEL Website where users can have easier access to APEC TEL-related documents and information, supporting various IT Human Resource Development Programs in cooperation with APEC, APT, ASEAN and Development Gateway Foundation of World Bank to narrow the digital divide, as well as conducting several information infrastructure projects such as APII Test-beds within the APEC Region and Trans-Eurasia Information Network (TEIN) between Asia and Europe. In addition, the Center has been carrying out Special Project for Bridging the Digital Divide in East Asia since 2002.
Above all, in 2005, it is highlighted that APII-CC has made a contribution to promoting and expanding APII through TEIN2 and TransPAC2. This is also manifested at the 6th APEC TELMIN in Lima, Peru, 1-3 June, 2005 when APEC TEL Ministers reaffirmed their commitment to the five objectives and ten core principles in the Seoul Declaration endorsed at TELMIN 1(1995). The Declaration was regarded as a basis of constructing/expanding APII and realizing the vision of the Asia Pacific Information Society (APIS). Also in March, Dr. Inuk Chung, Vice President of KISDI, was appointed in a new role as the Chair of APEC TEL for the next two years, after Korea hosted the 32nd APEC TEL WG meeting in Seoul.
In spite of the rapid development of IT, there still remain many issues to deal with building a global information society where everyone can share benefits from IT. We hope the APII-CC will continuously contribute to realizing an information society in the Asia-Pacific region. We ask for your continued support and cooperation in strengthening such efforts for many years to come.
