Introduction
Background
Since the promotion of intellectual exchanges between Asia and Europe was agreed at the first ASEM Summit Meeting in 1996, ASEM has underscored intellectual exchanges between two regions. While visiting four European countries including Italy, France and Germany, President Kim, Dae-Jung of Korea proposed trans eurasia information network between Europe and Asia in March 2000. European leaders also showed positive response to the proposal and this was the beginning of the Trans-Eurasia Infomation Network (TEIN) Initiative. At ASEM3 held in Seoul, Korea in 2000, TEIN has been initiated from December 2001 through the connectivity of 2Mbps between KOREN(Korea) and RENATER(France). Since then, various efforts for the development of TEIN Initiative have been taken place through diverse routes such as Expert Group Meeting„°(EGM„°) on March 2001, EGM„± on March 2002, and ASEM conferences. The scope of TEIN has been expanded to South-East Asia and China recently. TEIN currently has 34Mbps capacity and it is expected to be upgraded up to 155Mbps in the near future.

Objectives
According to the TEIN concept paper prepared by Korea in May 2000, TEIN Initiative was designed to

- Contribute to enhancing exchanged and cooperation between Asia and Europe though increased and more effective information flows
- Enhance and diversify research exchanges and cooperation between Asia and Europe
- Expand and diversify speedier and more powerful telecommunication connections between Asia and Europe
