| APIICC was established in October 1996 based on the initiatives endorsed at the 1st APEC Ministerial Meeting on the Telecommunications and Information Industry (TELMIN) and the 6th APEC Ministerial Meeting to advance the information infrastructure and establish the APII in the Asia Pacific region. As an affiliated organization of the APEC Telecommunications & Information (TEL) Working Group, APIICC supports extensive cooperative activities and pilot projects for the early realization of the APII. It also provides member economies with assistance necessary to develop their information infrastructure. |

Based on the agreement made by the Ministers at the 1st APEC TELMIN held in Seoul, Korea in 1994 to build an |
| advanced information infrastructure in the Asia Pacific region, the APII Testbed project was jointly proposed by Korea and Japan at the 12th APEC TEL meeting in 1995. APII Testbed project aims to provide information infrastructure in Asia Pacific region that will build a basis for bridging the digital divide and conduct joint R&D efforts on application services |

The TEIN Initiative was endorsed at the ASEM III Summit Meeting held in Seoul, Korea in 2000 to connect research networks |
| between Asia and Europe and promote research collaborations in IPv6, Grid, and etc. TEIN has been in operation in December 2001, between Korea(KISDI) and France(RENATER). The second generation(TEIN2) of the TEIN will be extended to more countries in Asia-Pacific region for the benefit of developing countries in Asia. TEIN2 is largely funded by the European Commission, and supported by a number of Asian and European partners. |
